It is worth noting that Shotbolt is super consistent instakill and penetrates walls while Explosive Bolts are way more powerful than Frag Arrows which makes even more sense for Crossbow to be a 3 slot weapon with such powerful special ammunition.

Bow is stronger in slightly longer ranges and reloads faster but in order to shoot you need to impair your movement because you can't run and draw the bow's string at the same time, also your weapon is never ready on the go because if anything pops up you can shoot your crossbow instantly but bow needs a time to draw.
